The President made a speech to graduates of Hampton University. The President said
"responsibility of all Americans to offer every child the type of education that will make them competitive in an economy in which just a high school diploma is no longer enough". I think he was basically referring to minorities.

I do not think this is where he should have said this, the problem is with the Department of Education. And the way schools with the majority of minor ties are run. The fact that these people are graduating from a historically black college means they are not the one he referring to, so why say it there?
